Covenant Violations and Improvement Guidelines

The Architectural Control Committee (ACC) of the Starr Creek Forest Homeowner’s Association exists to protect and enforce our community’s restrictive covenants. The covenants are an assurance to each and every homeowner in our community that the original architectural styles and aesthetic quality of our community will be preserved. This is vital in protecting and enhancing the investment that all of us have made in our homes.

Most of what the committee enforces is derived from the “neat and attractive” clause in the covenants.  The following is a list of the more common covenant violations that the ACC enforces.  Please note, this list is updated and modified from time to time and as the need arises. If you receive a notice for a violation not listed here, it may simply mean that the violation was not a prior issue in our community at the time of publication or that this publication has not been updated; however, the process for notifying a homeowner about a newly added violation is the same as with established violations.

  1. Mold/Mildew on exterior of home, including front porch/steps where it is visible from the street.
  2. Mold/mildew on mailbox post or fences.
  3. Faded/peeling paint on shutters/front door.
  4. Faded/peeling paint on wood trim of home/porch and mailbox post.
  5. Excessive and/or tall weeds or grass in yards, flower beds/mulched areas, or along fences and ditches.
  6. Dead tree(s) and shrub(s).
  7. Improperly maintained shrubs and trees in front or side lot landscape.
  8. Grass/weeds growing from curb into street.
  9. Lack of pine straw or mulch in front/side lot islands and flower beds.
  10. Faded pine straw or mulch in front/side lot islands and flower beds.
  11. Clutter on driveways/front yards/front porch or in front of fences .
  12. Outside storage of equipment or supplies where visible to the street.
  13. Parking vehicles in front/side lawns.
  14. Outside storage of inoperable vehicles-without tags or up on jacks/blocks.
  15. Parking trailer/boats on lot where visible to the street.
  16. Dented or broken garage door(s).
  17. Displaying seasonal lights/decorations in yards or on roofs, railing or porches past the appropriate holiday.  Reasonable time is allowed for removal.

The ACC performs monthly evaluations of each lot in our community.  If a covenant violation is noted a letter is mailed to the homeowner requesting the violation to be corrected.  All unresolved issues are automatically turned over to the Board of Directors, which may impose a fine.

Improvements

The ACC has guidelines for exterior improvements to the home or lot, which are provided to homeowners upon request.  If you are considering an exterior project to your home or lot you will need to get it approved.  Examples of things that need approval are:

  • Storage sheds
  • Renovation to decks – including addition of stairs
  • Renovation to front porches – including front steps and railing
  • Renovation to front door entry – including change in style of door and side lights
  • Fences
  • Major landscaping  projects
  • Tree removal
  • Grading

Approval Process

ACC requests may be submitted by logging into your account on Tolley Community Management and following the modification request submission process.
